进口一般贸易化妆品怎么备案？办理批文的流程？

化妆品进口流程：
1.取得化妆品进口许可批文，此批文需在北京食品药品监督管理局办理。
2.在进口口岸出入境检验检疫局取得中文标签备案。
3.准备资料报检取得通关单，然后报关。
4.报关通过缴税之后在商检局领取CIQ方可上架销售。
申请进口非特殊用途化妆品备案的，应提交下列资料：
（一）进口非特殊用途化妆品行政许可申请表；
（二）产品中文名称命名依据；
（三）产品配方；
（四）产品质量安全控制要求；
（五）产品原包装（含产品标签、产品说明书）；拟专为中国市场设计包装的，需同时提交产品设计包装（含产品标签、产品说明书）；
（六）经国家食品药品监督管理局认定的许可检验机构出具的检验报告及相关资料；
（七）产品中可能存在安全性风险物质的有关安全性评估料；
（八）已经备案的行政许可在华申报责任单位**书复印件及行政许可在华申报责任单位营业执照复印件并加盖公章；
（九）化妆品使用原料及原料来源符合疯牛病疫区高风险物质禁限用要求的承诺书；
（十）产品在生产国（地区）或原产国（地区）生产和销售的证明文件；
（十一）可能有助于备案的其他资料。


1.在华申报责任单位/境内责任人信息，以及国外品牌方和实际生产工厂信息（我公司提供空白信息登记表样表，填写即可） 。

form” we provide). 
2.在华申报责任单位/境内责任人营业执照副本扫描件。 
Note: This clause has nothing to do with foreign cosmetics brand company or manufacturer. 
3.国外企业对在华申报责任单位/境内责任人的授权书。（我司拟草） 
需要国外企业在国外公证（公证内容为国外企业负责人的签字属实） ，然后到当地中国使领馆认证（一般需时半个月） ，也可在国外公证后直接寄回中国由*的公证处公证。 
Authorization of foreign cosmetics brand company to the unit responsible for administrative approval in China or domestic responsible unit. 
It is required to be notarized in foreign countries (Notarizing the signature of the person in charge of the foreign cosmetics brand). The foreign cosmetics brand company take the notarized authorization to 
the local Chinese Embassy to be authenticated (it takes half a month usually) ， or send the notarized authorization to the unit responsible for administrative approval in China or domestic responsible 
unit to be notarized once more by a China's 
designated notary public. 
4.产品配方表。（国外品牌方提供，我司审核）

5.产品生产工艺流程。（国外品牌方提供，我司审核）

6.产品外包装设计稿（国外品牌方提供，我司审核），及中文翻译稿。
